Steps to modernise agri are as follows:

  1. Increase area under irrigation.
  2. Increase adoption of hybrid and improved seeds.
  3. Dynamic seed development plans.
  4. States should aim to increase the seed replacement rate (SRR) to 33 per cent for self-pollinatedcrops and 50 per cent for cross-pollinated cropsin alternative years.
  5. Increase variety replacement ratio to phase out old varieties of seed.
  6. Strengthen seed testing facilities.
  7. Uniform national procedure for seed licensing.
  8. Efficient fertiliser uses.
  9. Reorientation of fertilizer policy.
  10. Regulation of pesticide use.
  11. Subsidies on the use of liquid fertilizers.
  12. Investment subsidies for microirrigation.
  13. Strengthen extension services:
    1. Synergy between agriculture technology management agency and Krishi Vigyan kendra.
    2. Public Private partnership in KVK
    3. Market led extension
    4. District level skill mapping
