Jharkhand CM Hemant Soren to launch three schemes on November 15
The Hemant Soren government will launch three schemes and roll out three newly-drafted investment policies during the upcoming Statehood Day function in Ranchi’s Morhabadi Ground on November 15.
“Chief minister Hemant Soren will launch the CM SarthiYojana, Guruji Credit Card Yojana and Eklavya Skill Scheme at the Statehood Day function. He will also roll out the new Jharkhand Industrial Park & Logistics Policy, Electronic Vehicles Policy and the Jharkhand Ethanol Production Promotion Policy.”CM SarthiYojana envisages free coaching classes for matriculation and intermediate students of schools run by the state government to enable them to take part in national-level entrance undergraduate examinations such as IIT-JEE and NEET.
The Guruji Credit Card Scheme, designed along the lines of the scheme envisaged by its counterpart in West Bengal, will provide soft loans of up to Rs 10 lakh for state students who want to pursue higher studies. The amount of the scheme will be disbursed through banks with a fixed tenure for loan repayment. Only those students who are native to Jharkhand will be able to avail the scheme through a dedicated portal that will be launched later.
Likewise, the Eklavya Skill Scheme will be aimed at providing market-driven subsidised skill development training to students.
Urban poverty triples in Sri Lanka amid enduring crisis
As Sri Lankans continue braving their worst economic crisis since Independence, urban poverty on the island has tripled in the last year, from 5% to 15 %, according to a recent World Bank report.
Sri Lanka is experiencing “its highest poverty rate since 2009 [when the civil war ended], and an erosion of the steady gains in welfare made between 2006 and 2019,” the Bank noted in its recent Sri Lanka Development Update titled ‘Protecting the poor and vulnerable in a time of crisis’, released earlier this month.
While 80% of Sri Lanka’s poor still live in rural areas, the poverty rate in urban areas has tripled since 2021, and half the population in estate areas is currently living below the poverty line.
UDISE Plus Report
The Union Education Minister released the Unified District Information System for Education (UDISE) Plus 2021-22 report on school education.
It is a comprehensive study that provides information on enrollment and dropout rates of school students, number of teachers in schools, and information on other infrastructural facilities like toilets, buildings and electricity.
It was launched in 2018-2019 to speed up data entry, reduce errors, improve data quality and ease its verification.
A total of 94.95 lakh students entered pre-primary classes in 2021-2022, registering a drop of 10% as compared to the previous year when 1.06 crore children enrolled in these classes.
However, in 2020-2021, there was already a decline of 21% enrolment in pre-primary classes as compared to 1.35 crore the year before as the pandemic and lockdown measures resulted in school closures and classrooms moving online
Enrolment in primary classes (classes 1 to 5) also saw a drop for the first time—falling from 12.20 lakh in 2020-2021 to 12.18 lakh in 2021-2022.
However, the total number of students from primary to higher secondary increased by 19 lakhs to 25.57 crores.
The GER for the primary section has improved from 101.3% in 2018-2019 to 104.8% in 2021-2022.
For secondary classes, it has risen to 79.6% in 2021-22, from 76.9% in 2018-19 and for higher secondary level, it has increased from 50.14% to 57.6%.
The Index is based on data drawn from several data sources, including the Unified District Information System for Education Plus (UDISE +) 2020-21, National Achievement Survey NAS 2017, and Mid Day Meal Portal.
Army approves five niche tech projects for development by domestic industry
The Army has approved five Project Sanction Orders (PSOs) for development of niche technology by the Indian industry under Make-II route of defence procurement. The projects include High Frequency Man Packed Software Defined Radios (HFSDR), drone kill systems, Infantry Training Weapon Simulator (IWTS), Medium Range Precision Kill Systems (MRPKS) and 155mm Terminally Guided Munitions (TGM).
Make II projects are essentially industry funded projects involving design, development and innovative solutions by Indian vendors for development of prototypes. An assurance of order is given after successful prototype development.
